Here's A Fix for Anyone Who Can't Start the Game in Windows!
Chances are that you're using some security settings in your OS to help protect your system from hacking attempts. In this case, open your Exploit Protection area of your App and Browser Control settings for Windows and add the game.exe file to your exceptions list. Then, you'll need to edit the exceptions to override the default of Force randomization for images (Mandatory ASLR) to check the box and change the switch to off. It seems that someone at Capcom didn't bother to compile with /Dynamicbase so the ASLR doesn't work properly. (Big surprise) :steamfacepalm:
Anyway, if this doesn't get past the start of the game (loading/creating save) turn off arbitrary code guard and allow the win32 system calls.

THANK YOU. I SPENT 3 DAYS, SPECIFICALLY 7 HOURS TO FIND ANY THING THAT CAN HELP AND THIS DID. OMG

No problem. This was actually a fix for older 32-bit games when memory address randomization became a thing. So it became something of a nostalgic fix for me.
