If it's based on number of hits, then there's a good fourth option: if I optimize my party to do few, big hits, that will reduce the number of overlimits I have to deal with, and thus dramatically increase my success probability.
It's quite possible that I was just severely underestimating how much healing Guardian Frost can do. For some reason, I can interrupt his casts far more reliably with 3 hit combo then Destruction Field than anything else I had been doing with Yuri, and I had switched my plans to have Rita use overlimits for the second half of the fight, rather than leave it enabled for her the whole way through.
So if it was just the healing making a lot more difference than I could perceive, that would explain why the fight was drawing out long enough that I eventually fail to deal with a Brilliant Cataclysm.

you can also just infinite him with karol/repede
Estelles Force Field also grants brief invincibility, though I don't know if the sidequest is available before Alexei
Flynn has a skill that allows him to reduce taken damage by a considerable amount by spending TP
Also Overlimit Level 4 reduces your received damage to 0
