did you unplugg the card lately and put it back in ?
have your pc been overheated, like gpu more than 85 degree ?
have you lately installed a new gpu ?
hmm try turn off any FXAA and see if that helps .. sometimes if you got FXAA on together with AA then it can cause flickering on the screen .. allso remember to set the right HZ on your display and run the monitor in native resolution ..
in the Nvidia panel you can set it to use full screen in desktop size and management ..
then pick the resolution you want to play with ingame instead ..
Dont go for quality because that will turn off all the AA and optimization´s .. if any then pick balanced or high, not quality unless you get the gpu for it e.g. a 4070 ti or better !
Better yet .. use DDU and then reinstall you drivers and pick clean install .. that way all the settings will be standard and no other drivers will interfere with your gpu !
well to me it is .. my gpu never goes above 67 degree !

Try turn off Vsync and use a display cable or try switch out the hdmi cable / stick or change the port in the videocard .. there use to be like 3 hdmi and 1 or 2 display ports
only if the cable is not right in the stick .. or if the port is broken .. or to much dust in the system ..
you can allso get this kind of flickering if you have accidental touch the card and then give it a static electricity shock .. or moisture ..
if your system is to well cooled and you put it into a hot place, then it can create moisture into the system, so it is very very important that the fans dont run at full speed in hot area´s
I think the cable is fine. But I use the hdmi cable from my ps4 console that came with it. Maybe it is of poor quality and the problem lies in this.

Then first download your latest drivers for the graphic card .. remember to pick the right one !
there is one for desktop and one for notebook, pick desktop if you use that ..
Then follow the instructions
Get rid of the Hdmi from your ps4 and buy a highspeed hdmi cable instead that can run atleast 4k .. that way it is not the cable that will slow anything down !
remember to use the right version of the cable ... so if it is not 2.0 or 3.0 or better then it wont work right with the latests gpu´s ..
allso make sure your screen can handle it
