adjusting enemy levels

I created a new character and played through everything including the dlc and am at level 45. I just started play through 2 and the enemies are level 32. is it possible to change the difficulty or edit a setting to fix this?
Also if i must play through again will play through 3 unlock doing the claptrap interplanetary ninja assassin dlc unlock it or do i have to do the main campaign?

Enemies will reach around Level 50 by the end of the base game. Level 45 would be around Rust Commons East, 47 in Trash Coast.

There is no Playthrough 3, but there is a hidden Playthrough 2.5 within Playthrough 2.

When you defeat the Destroyer/final boss of the base game in Playthrough 2, all of the enemies will scale to your level.

You could rush to defeat the Destroyer, then start working on 100%'ing the game / doing all side quests & the DLC's.
