Check video drivers installation, try to reinstall them from the vendor's official packages and verify if it supports OpenGL 3.2
Before: Video card: NVIDIA GeForce GTX 1650/PCIe/SSE2

But even with that, the game still refuse to launch.
I also have this other video card that show in the peripheral manager:
Video card: AMD Radeon(TM) Vega 8 Graphics
version: 27.20.22025.2003
Not sure how it work when there is 2 video cards, but i'm assuming the game automatically chosoe NVIDIA for me.
One approach to solve could be reverting the updates one by one in order to get your machine back to a working state.

click on properties either by clicking the gear icon or right-click on the game on the right side menu.
from properties, click on beta and opt in the beta.
