The only possible solution is to disable cloud saving as mentioned already above.

You can do so via the toggle slider in the manual save menu or the settings menu for quicksaves and autosaves

When can we return to the cloud saving mode? Or is it a Steam limit?

Also, when I disabled cloud saving, I lost access to all my saves.

The issue for me (when cloud saming mode is on) looks like this:
1. Starting the game.
2. In the first 3-5 minutes, I can save as much as I want, and it works. I can see that the timestamp of the save has changed, and when I load it, I see the checkpoint where I did this save.

So it is not the Steam rejection!

3. After 3-5 minutes, I received the message about an unknown error during the saving.

And, as I mentioned in the post above, disabling cloud saves blocks access to my current save.
Would you like any more date to investigate the issue?
It is a bug that needs to be fixed.

One more thing - the issue started this morning. Yesterday night it worked great for me. No updates were installed after yesterday's play.

It sounds like you disabled cloud saves on Steam for the game completely, you shouldn't do that but instead only toggle the cloud saving slider for the specific file you are currently saving.

If a save file is larger than 100MB it gets rejected by the steam cloud, otherwise you can save to the cloud.

Ok. The problem happens if I have 1000+ peasants.
