He said something about having permission to create a new folder in [Your user name]>Documents
My problem was caused due to my hard-drive being over half dead, so I change it, and it works!

Navigate to the location of your Steam.exe file typically (Program files(x86) > Steam) and right click on Steam.exe, hit properties > Compatability> Run as Administrator
Do the same for HitmanBloodMoney.exe (Program files(x86) > Steam>SteamApps>Common>Hitman Blood Money )
Running both as Administrator worked for me on Windows 10.
No new HD needed
I have the same problem as you but i can't seem to fix it.
I'm running windows 7 64bit.
My problem is i can't create a profile.
I really enjoyed this game back then. Please help.
