There is a way to dump cargo, just mouse over the cargo bay and the icon shows up below it.
Bases typically only consume 1 resoure per day at their first level of development, so if they are full then they wont be needing more for some time.
Same deal for production, if a station is empty and only produces 1 per day... or does not have the requisite resources to produce... it is going to be a while.
There are a couple of options, you can either wait for the AI to upgrade their stuff and get the economy rolling, or you can work on doing it for them. The station will /probably/ not be destroyed or declare war on you before that happens. I'm about 2 years in, and I dont think there have been any destroyed stations yet. I dont think the AI destroys stations, as such.
Trade hubs, look like they are for the faction owner only. I think the Steam Guides that say otherwise are outdated.
