capturing neutral ships

I was wondering, what happens if I try to capture drifting neutral ships.

Does capturing makes the original owner be angry with me and declare war?

I tried it, nothing happens if you harpoon a neutral ship

Yeah you have to declare war to capture it, but you can easily declare peace soon after.
