There are a few different arches where this is something you might need to do depending on the choices you've made along the way.

Most often Dave can be found behind the door to the left in the basement of the apartment building, but depending on the choices you've made prior in the game, there are different things you need to do in order to get the door opened. It could be you need to speak to the apartment building super who lives in one of the apartments.

Do you remember what dialogue choices you might have taken when you spoke to the wife when she was sitting on the steps outside the apartment building?

I don't have the key to that door sadly. All I remember is I needed his badge to gain acces to the new animal holding office(not the IT room sorry) to test the pills I gave to grace. After that I stumbled upon his crying wife and decided to help her. First I found his notes which led me to Moris' abandoned cafe. Than I gained access to the cafe by getting the bolt cutter from the punks at the apartment which included speaking with the old man about fixing the furnace in the basement. I found Dave's CD Player at there, I took it and after talking to his wife I gave it to her and that's it.

Okay! I think I know which branch you've ended up on in that case. If you fixed the furnace, you probably need to return to the apartment super (the old man), I think you'll find the key to the door on him if you return there if you fixed the furnace.
