Looks cool but waiting for Linux version to be able to play this.

My friend is in the NL and when trying to gift it to her, I'm told I can't purchase it due to regional price differences. (I'm in USA) I don't understand: is this a dev-imposed rule for their game, or a law of whatever country the dev resides in? Or a law of NL? I have purchased quite a few steam games for my friend as Christmas/birthday gifts and this is the only time this error has come up, so I'm confused....
