All players are genuine. But often a player quits (or disconnects) and is replaced by a robot (until he rejoins). This is done to ensure that the game continues without slowing down the other players in the room.
Regarding the Steam players: there are, but most of them are from China and when they choose "Chinese" language - they get joined to the Chinese server which is separate from the international server.

They are separated from our international server so that there is no connection problems.
If you choose Chinese language in the first game screen - you will see only Steam players..but only from China
