What can I say steam has a few bugs.
I bought arma 2 last year with the rest of the arma games and steam installed it and shows it's not purchased. I do love steam at times. Still proving even after 15 years of subscribing it can still have the occasional bug.

how much do you pay for your steam subscription? you might need the better package to see this

Pay for steam??? *looks in horror at that*. I'd not pay for steam and I have no idea what I paid without looking for arma 2, but it's a steam bug thingermabob. After 15 years as a steam member I'd say i've paid then more then enough for games over the years.
