So it save on the Game Exe's folder instead.
The game would runs fine, but as the title said, it have no Steam Cloud.
------------
If you want it to be fixed, I need your help to know the problem.
Copy file inside this zip.
https://drive.google.com/file/d/13Qsawgayndb6JlD-S7OJL-o1YVvmlsf1/view?usp=sharing
Open here:

Open assets
Open resource
Paste the file at there.
Now if the game run, the game title should be the Steam Cloud save directory.
Can you help me to show what is written there?
I marked my username, because it is my true name.
I think that it still have no steam cloud, because there is no saving notification after I close my game.
I downloaded my program of MagiCat at my D drive.
Does it matter?
The fact that it have a title correctly, means that the game should have no problem for knowing the save place. Which means the problem might have something to do with Windows itself.
Putting it on D drive doesn't matter. I myself put it on another drive.
---
To try to fix this, we need to try something, but i will explain this on English, so if your Windows is on Chinese, it might have different words.
1. Copy this:
Explorer %appdata%\
2. Press Windows key on keyboard, and paste it, and enter.
This should open Roaming folder.
3. Right click on Roaming folder, select Properties, and select Security tab.
4. Select Advanced button at bottom.
5. Make sure every Type that listed is "Allow"
6. Click the bottom check box, "Replace all child object permission entries from this object."
7. And then select Apply.
8. Go back to Steam, and select this to restore the MagiCat's Title back:

Now run the game and see whether the Steam Cloud is activated or not.
I hope this works, because if its not, then it might have something to do with some unknown thing in the Windows Settings, and i probably cannot help much with that.
----------------------------
If you somehow already played the game, the save file should be located at MagiCat game folder, and its at:
MagiCat\assets\resource\glsl
You can copy paste all the file inside that folder to
Explorer %appdata%\KucingRembes\MagiCat\
It's okey for me. I will copy my saving data by myself.
BTW, it is a good game.
And thanks for the the feedback ^_^
