Probably because HD Collection existed or they removed it after the bombarded negative reviews about the new DRM implementation.

This one and the original Devil May Cry 4 were delisted just now, most likely because there already exists better versions of them on Steam.

You can still buy keys for them off of places like Fanatical.

Maybe Capcom couldn't put Enigma DRM that block every mod in a game that only work with mods and they don't want to fix it, so they just removed DMC3 from Steam
