Yemet, I've no idea where you got this information, but I have Standard Edition and all these vehicles are still available to me, I purchased almost all of them in-game a long time ago.

What Standard Edition doesn't have are these 3 exclusive Season Pass[thecrew.fandom.com] vehicles: PB Bladerunner 35, SR Porsche 911 Turbo 3.6 and AB Spitfire MK IX. Also absent are Mazda RX8 Pearl Edition and Porsche Cayman GT4 Carbon Edition from Starter packs.

P.S: I would recommend to buy Standard Edition only, other editions are not worth it, especially considering the fact they clearly messed up availability of DLC vehicles in offline mode, you need to unlock them in online mode first.
