That's a technically correct answer, but the wrong answer for the specific question.

If you have a mod file, put it into: steamapps/common/SlayTheSpire/mods

If mods folder doesn't exist, simply create it.

Now when you do this, when you start up the game and see the mod launcher, the mod you installed will show up on the list.

I put MapMarks-0.0.2.jar and easel-0.0.3.jar in that folder, but it didn't do anything... you say that folder works for non-Workshop mods?
The author of this thread has indicated that this post answers the original topic.

Did that, but when I launch StS it does not give me the option to choose a mod. What am I missing?

Make sure you have all of the prerequisite mods to run your mods, they are always gonna be listed on the mod's Workshop page. Or I guess Git, if you're getting it from there, or Nexus or whatever.

Most mods need BaseMod, ModTheSpire, and StSLib, for example. Some other mods have different required mods.

When you start the game, the mod selection screen will only show up if you have ModTheSpire installed.

Lastly, make sure you're starting the game from the Launch button in Steam. If you're just opening the game from the .jar or using a shortcut to the .exe it will bypass the mod selection screen. I think there is a way to make the mod selection screen show up even if you are starting from somewhere else besides Steam, but it's been years and years and I don't remember specifics for how to change that. Though it's prob a Google search away.
