turn hairworks off ,and write youre specs , i can give you mine

use high preset idk what gou cpu you have then tram on high , blur of all nvidia stuff off , turn off nvidia overlay and ansel or basicly uninstall geforce experience

need resolution 1080p-4k idk what do you prefer ff15 is a bit buggy but it can be fixed i had same problems
but now it runs smooth af for years xD

i tried everything to fix it but nothing works... this is the only game on my pc that has ever stuttered this bad

can you both provide a video with telemetry graph fps frametime usage of hdd ssd etc mostly it is nvidia turf/hairworks .... and tram setting , on 6gb cards u need to set it to high for more on mid over 12gb and above low or off, second thing is you need to lock fps tp 120 or a stable framerat between the lows like 80 up to 120 or 120 to 144 and even further , vsync must be on but try gsync at first if it not helps try vsync on off , use dlss or turn off if youre pc handles it without it above 120 fps depend on settings / resolution , and whatr i need to know is if it depends on many stuff is going on , on the screen , or citys u kniow what i mean,, check ram it can be a memory leak or sometimes faulty stick had it all , but mostly i nned to see whats wrong

i tried various settings including default and fps locks and it's still there and this is the only game this happens on so I don't think it's my PCs fault it's just some weird issue
i saw the game was on sale on ps5 so i just bought it again there i dont want to deal with fixing this

Have you updated your driver?, in the last 2 years i saw around 200 posts with similar wording and 90+% were people not having updated their driver and falsely accusing the game. The other 10 % were due to backround software, a deeper issue that required reinstaling windows, or were never solved.

Unfortunstely gforce experience is kinda trash, you might have to update the driver manually.
