How to make regular ScummVM 2.8.1 to launch this Steam version of Riven (1997) with languages other than English?

Steam version of Riven (1997) uses its own version of ScummVM and specially crafted .ini files so people can choose other languages at the launch of the game. But regular ScummVM 2.8.1 sees only English language when I show it the Riven Steam game folder. Manually editing the scummvm.ini file for ScummVM 2.8.1 (for example, to "language=es" for Spanish) does not work, the game is still English.
