Kudwafter was a separate project released as a stand-alone project and technically has no relation to little busters. Whilst lore speaking it does link in it being a Kud focused story, it's otherwise pretty much unrelated. Best thinking of it as a spin-off.

The chance of it coming to release on steam will be slim but it not impossible.(I hope)
If you really want to read it you might want to wait for the Alka Translations team to finish the English translation patch. Then play the game that way.
