Everything I've read on the forums says it must be done on the "Permafrost" map. I'm not sure when this was added back into the rotation (it can be taken out for months), but it's available today (06-Feb-2022). Villagers are supposed to build snowmen if they're on a tile that has not food gathering resources. I took this to mean, settle a tile, and put a villager there with no house, hunter's lodge, farm, etc.... Villagers shouldn't "idle" and instead build snowmen. It doesn't work for me. I'm not sure why.

Don't worry. I asked people on the McleodGaming Discord. All I had to do was during Happy Birthday 100A, punch Ms. Carrot with Fury as she charges for you alone.

The way to get it is on Happy Birthday (100A) you have to punch Ms. Carrot into her snowman as Fury
