Go into the local files, open "dosboxDragonWars_single.conf" in notepad, go to the line that just reads "DRAGON" Place a space after the word and then any random letter (i.e. DRAGON W), this will open the game on the config menu where you can select 16 color and turn on/off the mouse(you select the options by pressing the corresponding letter or number, the arrow keys do nothing). This is an old option from WAY back in the day.
