It means you have to do it in several different abdications, doing it once per Faction.

Unless it's been changed and I didn't catch it, a Base+Prestige doesn't count as two for this, it just counts as the Prestige, so something like Angel Dwarfs only counts as Dwarf, while Fairy Dwarf also counts as Dwarf.

*That bit may have changed without me noticing and it may count as both the base and the prestige, but I don't want to say that absolutely since I'm not sure.

Thanks a lot! I wouldn't figure it out by myself. As for the prestige faction part, tooltip clearly states that "Prestige and Elite factions not included."

It's been quite awhile since I paid attention to the Event tooltips. I don't do them anymore. Most of what I do now is focused on testing early game stuff.
