How do you play as the other characters

It only lets me select one character. Do I have to unlock the others and how do I do that

In story mode the characters are unlocked in order. You need to complete the story of each new character to unlock the following one.

In versus mode all characters are available at the beginning. Except two of them (which are just different skins for Yojimbo and Kojiro) that unlock after completing the story with all the base characters.
