Urban tiles will always be urban, there is no way to change that in game. You can use the Game Editor. Select the Map tab, choose a different terrain type and left click the tile.
There is no maximum population limit. After a city has grown 20 times, the growth cost does start increasing rapidly, which acts as a soft limit on city population size. Other than an improvement adding Growth (i.e. Heated Baths), urban areas have no affect on population growth.
