It isn't ToL only one that can't atract players. It's most Social Deduction Games. Sure Traitors in Salem now is fully released have decent amount of players but when it was in beta - little to none players, and I'll see how long it will last.
There's one other social deduction game, most players are not English players in it, where I got kicked out of public English lobby and when I tried rejoining that lobby multiple times, host made new lobby. And that's why that game have little to none English playerbase.
Around time where I found Tol I found Mindnight which also doesn't have player base. Plus I have seen some social deduction games released when they doesn't have player base, and some where there isn't player base for long time.
