How do i choose my hero action option?
I grab my hero click their lord and expect to have several options showing:
Assassinate
Block Army
Attack their units
etc.

Why is it that sometimes only 1 option is shown?

Only valid options will be displayed, and only on a hero that can perform them.
Almost all heroes can assassinate other heroes however and army without heroes cannot have assassinate performed against it Some heroes do not have block army and some don't have attack units so you will only get those actions that particular hero can perform against that particular army

Hmm... So this is the reason I can't pick assassinate with my Goblin Boss against the dwarf unit that moved away from me. Don't they have to have a lord to be able to be on the campaign map? (Skarsnik)

What Dwarf unit exactly? A hero? Or an actual regular army unit?

I'd assume it's a lord as he is moving around with an army on the map. Trying with a Goblin Boss to assassinate this fella but only option i am given is block army.

I was however hinted at that Heros assassinating Lords was only in Total War Warhammer 1.
Is this the case?

Correct. Lords can only be wounded now via hero actions, except with, perhaps, the special assassin from Nagarythe.

Well if my Hero is supposed to be able to wound their lord why wasn't that an option?
is it something where if they are too close to another army they're safe?

Lords can't be assassinated or wounded by a hero action, except by a faction with a special gimmick, like Nagarythe and maybe Clan Eshin.

Lords cannot be assassinated. only heroes my guess is a game balance decision. After all why block the army if you can just kill the general and accomplish the same because you either have to appoint a new general for the army before the army can move again and if that army is in territory where it suffers attrition and cannot move until a new general gets to it it will slow rott away until it becomes easy experience for some body elses army,

Well if the chance of blocking the army is 60% and the chance of wounding the Lord is 8% and the chance of killing the lord is like 3% then it could make some sense.
