Go to the Workshop, type "siege attrition" into the search bar, and then take your pick.
I would actually like to play WH3 without the attrition from first turn :D
Wait, they managed to get siege in even worst place than it is in the second ?
Twwh has by far the worst siege mechanics I've ever see in any total war game.
There is basically no need for towers. You can't use your canons to defend your base as your can't put them on walls. Anyway, any enemy units can pop a ladder from his pocket at every wall in seconds.
You have noway to deal dmge to any unit close to your walls.
I don't know how they thought it was good. And what tickle me even more, is that they didn't change it.
Just bad, not satisfying. Anyaway, most battles sucks in those games. Little to no balance (some races get easy upper hand on almost everything), broken AI economy, broken AI behavior (depending on your game, you can get havoc at the beginning, having everyone wanting you done).
I digressed a bit.
Don't know about that, you may find mods that can change how things works. Just look at the workshop.
It is "debatable", if it is better, worse or just different,
You got larger siege maps and even townbattles for minor settlements
