This here is a link to the patch notes for the update itself for PC. The two biggest things:
1. We are getting the Guiding Lands changes at launch. We still have to wait for other DLC, like Rajang, Stygian, Safi'jiiva, etc.
2. We are getting the Joy Fest mid-February 2020. The end of Joy Fest on Console would be Steam getting Iceborne, so they're giving it to us later. Also, you can get TONS of decos from Steamworks during this time.

Most of the info below is not 100% accurate, this is now archives for what was the only source (and I can say that with confidence) at the time to have all Iceborne info in one place on the net. Maybe some dude wrote it all down in like a journal or diary, but on the net, this was the real OG source.

Master Rank
- Iceborne's largest feature is Master Rank, the equivalent to past games' GRank; it was changed due to "G" being a Japanese-only slang, and the rest of the world wouldn't understand it
- Master Rank is unlocked immediately after killing Xeno'jiiva
- Your Hunter Rank (HR) and Master Rank (MR) are separate from each other; this means our HR won't reset (like past games), and that progression will be MR-tied
- HR60 seems to be important; all hunters in the Iceborne Demo were HR60, and the last HR-lock in World was Tempered Kirin at HR50
- All new monsters are exclusive to Master Rank, meaning no low/high rank Tigrex and Nargacuga

Story
- Legiana begin showing off strange behavior, and begin mass migrating
- Handler leads the 5th Fleet to investigate
- Valkhana, believed to be a myth, is found to be real
- Nagacuga shows up half way through the story on the mainland

- Introducing the Grammeowster Chef:
Formerly of the First Fleet, the Grammeowster Chef was also once the Meowscular Chef's culinary mentor.
Though she had been taking a break from Commission work for a while, she returns to manage the Canteen in Seliana. Her specialty is dishing out piping-hot gratin dishes and thick, scrumptious stews. Her warm spirit and delicious food warm the hearts and minds of all who eat at her Canteen.

Player Customization
- There are more hairstyles and facial features being added
- There are now fennec fox and serval palico customization options
- The Seliana House will now be customizable, and you also will be able to invite other players over into your house (this will be added post launch)
- House decor is obtained from quests and deliveries, and more will be added in the future; there are over 120 different furniture options

Squads
- Squad Cards are like Guild Cards, but for groups
- You can lead your squad, and assign co leaders

Areas
- Seliana is the new village that Iceborne is centralized around
- Seliana is built with player feedback in mind, making it much smaller and less confusing, but having more detail
- A majority of Iceborne takes place in the new area, the Hoarfrost Reach, but there are still quests taking place in preexisting areas
- The Hoarfrost is a separate island, but is still part of the New World; the Hoarfrost's location is in an area called the Hinterlands
- Starting off in much smaller, compressed areas, the Hoarfrost is the largest area in Monster Hunter World
- While deep snow works like mud, there will be numerous traveling options to keep players from having to deal with snow all of the time
- It won't be until the halfway point of the story will the player be able to explore the entirety of the Hoarfrost
- Has a snowy forest, a frozen cave, and hot springs that prevent the cold
- There is also a Rotten Vale-like cave that was discovered as well
- Hot Springs, called the Pearlspring Macaque, also cure Iceblight
- There is now a secondary training area, which features more stuff to hit, stuff to practice movement, and a large wagon to attack as well.
- The training area also now shows total damage dealt
- Hoarfrost has three sections, The Forest, The Ice and Caverns, and an unseen higher altitude area
- There is a whirlpool that has been added to the Hoarfrost because the lead graphic designer likes whirlpools, but you can interact with it
- The Guiding Lands, which seem to be the final "boss arena area"; home to the Ruiner Nergigante

New Gathering Hub
- A giant hotspring
- You can bathe, go to a sauna, eat, or simply take a foot bath with your cats and up to 15 other people
- You will also have access to the smithy and other village-based resources without needing to leave the hub

Steamworks
- The Steamworks is a new facility in Seliana that burns fuel to create steam, which is used to power the rest of the facilities in the new HQ
- Fuel accumulates automatically after completing quests. You can also obtain it in exchange for items and ore materials
- By collecting fuel and using it to help out at the Steamworks, you can earn all sorts of extra items

Free Cam/Camera Mode
- Allows you to take pictures of the world, and pose for them
- Cutesy Pose
- Powerful Pose
- Cutesy Pose (reversed)
- Powerful Pose (reversed)
- Palicoes will mimic your pose
- More poses can be unlocked

Difficulty Changes
- There is now 1 player, 2 player, and 4 player difficulty tiers
- If someone leaves a quest, the difficulty will scale appropriately

- All weapons receive combat updates, and also gain the ability to use the slinger during combos
- There are now 4 slot decorations
- Slingers can now hold two different ammo types
- Slinger's UI has been updated
- "Cold", an effect from the Hoarfrost that slowly drains your stamina over time, has a new icon that shows on the right of your stamina bar
- Dropped items, such as hinies and slinger ammo, now have an enhanced particle effect; those of you who know the Light Pillars Mod, think this
- Felyne Heroics is now nerfed by 11% but gives +60 Defense and Flinch Resistance
- Weapon Trees are being extended
- Rare 12 Gear is confirmed
- Pendants are a thing, but we don't know what they are. It's believed they will attach to weapons.

Skills
- Level 4 Decorations give 2 points towards a skill
- "Horn Maestro" now has two levels to it, with level 2 increasing time of songs further, as well as increasing health gained from songs.
- New skill, "Offensive Guard"
Temporarily increases attack power after executing a perfectly-timed guard
LV1 While active, increases attack power by 5%
LV2 While active, increases attack power by 10%
LV3 While active, increases attack power by 15%
- "Handicraft"'s sharpness for weapons is now previewed, instead of needing Handicraft on hand to see what the sharpness of a weapon is
- "Sporepuff Expert" is now "Survival Expert", and allows all environmental consumables to restore health
- "Aquatic Expert" is now "Aquatic/Polar Mobility", and reduces mobility slow down from things like mud and snow
- "Agitator" has been nerfed to giving only 10% affinity at level 5, all previous levels are adjusted
Weakness exploit rework
When hittting hitzone value 45 or higher, affinity +10%
If it is also a broke/wounded hitzone, you get another +5%

- Piercing, Normal, and Spread Shot all get a level 2
- Airborne is buffed from 10% to 30%

Clutch Claw

- The Clutch Claw is a new addition to the slinger, allow players to latch onto the monster, and "pilot" the monster into walls and traps; however, you can't spam the clutch claw, and it works best at specific times; the clutch claw also allows you release all slinger ammo at once for a power slinger attack while clutched to the monster
- The Clutch Attack will weaken the specific body part hit for a short time, making it both softer and take more damage. This makes it great for breakable parts.
- The damage caused by the Clutch Attack varies on weapon type used.
- Great Sword, Hammer, Hunting Horn, Lance, Switch Axe, Charge Blade and Heavy Bowgun cause more damage, and longer lasting weakening of the part used on.
- Sword and Shield, Dual Blades, Long Sword, Gunlance, Insect Glaive, Light Bowgun and Bow have a shorter weakening effect, but are faster and always cause a slinger ammo drop.
- You use the Clutch Claw itself (punching the monster with it) to force a monster to change direction, this only works if used on the head.
- Attacking with your slinger will fire off all of your equipped slinger ammo at once, causing the monster to stagger in a certain direction.
- If a part of a monster collides with something during this stagger, it will cause both damage and break damage to that part.
- Craftable Slinger ammo like Dung Pods, Flash Pods and Sonic Pods, as well as the types of knives won't cause this effect.
- This action will fail against enraged monsters.
- Stamina is consumed while clinging, so actions must be used quickly.

MHWorld had a visual effect on monsters that caused certain parts to appear somewhat damaged, or scarred when attacked enough in a short time.
This effect is being expanded on in Iceborne, and now appears more visible, due to being used as the indication of a weakened part caused by the Clutch Claws attacks.

Monsters
- Banbaro is the first monster encountered; very territorial, when it charges, it picks up rocks and trees in it's antlers and throws them
- Beotodus is the first Master Rank monster encountered, and uses the deep snow for combat; is know to attack Banboro
- Nargacouga is the first returning monster in Iceborne, and was chosen to be something that could fight the rathalos; it is encountered halfway through the story at the Ancient Forest, has special turf wars, and uses both it's old moves as well as new moves; debuted in Monster Hunter: Freedom Unite for PSP

**Velkhana Info**
-- Valkhana is the flagship of Iceborne, in Japanese, it is called the Ice Curse Dragon; not a whole lot is known, but it has two abilities, the first being ice manipulation, and the other will be mentioned at a later date; it manipulated the legiana; it also has numerous AoEs, as well as being able to create ice walls to trap hunters; it's also extremely nimble in the air, and can create a heavy fog
-- Velkhana very vulnerable to status (can be paralyzed multiple times in the beta with lbg solo) but ♥♥♥♥ tons of defense and HPs
-- Flash pods work sometimes (conditions are still unclear, since people only had limited time to test the monster), but when he drops on the ground he gets up immediately
-- Velkhana can be mounted, but he's hard to actually take down
-- Hunters can jump from ice pillars created by Velkhana
-- Falling rocks from the ceilling in Elder Recess have a normal stun the first time, but he recovers immediately from the second rock
-- Ranged weapons really need clutch claw to do good damage. Weak points are Head and partially Front Legs, while Body, Tail and Wings have great defense
-- Head is hard to hit,since it's not really big and he moves it a lot
-- Weaknesses are probably different when he's covered in ice armor
-- When you start fighting him, he spray ice all over the area. Ice blocks can appear in the air, falling on the ground (and hitting you)
-- Blademasters will have an hard time against tail attacks, since they're really fast
-- In the beta, the ice beam dealt around 70% HPs, was really dangerous for ranged weapons
-- Fog and ice blocks in the air can make things really hard to see
-- Velkhana flies a lot, but less than Kushala Daora
-- Almost nobody was able to clear the quest, also because the time limit was 15 minutes (like Nergigante in the old beta)


- Tigrex, which lives in the Rotten Vale, is the second returning monster; debuted in Monster Hunter 2, for the PS2

While every weapon gains the basic additions with the Clutch Claw, but some weapons gain special features that follow up on these features or improve them, Great Sword gained both of these.

The first is how the True Charge Slash now works with the Clutch Claws effects. When a monster part is weakened, the second hit of the True Charge Slash will be buffed even more if the first swing of the True Charge hits that weakened part.

The second thing GS gains in Iceborne is the ability to use a strengthened Slinger burst mid combo, but this Slinger shot also counts as part of your charge combo, meaning you can use this right after a draw slash and go right into a True Charge Slash.

Long Sword will be gaining a whole new move in Iceborne

This new move, the Iai Slash comes with 2 versions, and both of those have 2 different effects depending on if you counter a monsters attack with them or not, so that's 4 possible effects in total, but all slashes must connect with a monster for them to be applied.

Due to this, the new sheathed stance is also considered a single action as well as you can use one of two moves from this stance.
Note that you can only enter this stance AFTER a normal spirit attack.

The first version of the Iai Slash, if landed on a monster will cause your spirit gauge to fill up passively (Like Helmsplitter), and when used as a counter, the gauge will fill up even faster.

The second Iai Slash is the one we seen in the trailer and the stronger of the two, but using this move normally will cause your spirit gauge to drop down a level, causing a drop in damage. However, using it as a counter will retain your spirit level.

The final thing you gain is the ability to use your slinger mid combo without resetting the combo, you can carry the combo on after firing the shot.

Evasion Shot
-After an attack, you'll be able to perform a larger evasion while firing your slinger, allowing for more mobility without breaking your combos.

Special Clutch Claw Attack/Spinning Slash
-While in Demon Form, if you land both parts of the Double Roundslash, you'll grab onto the monster with the Clutch Claw.
-From here, you can use a new Spinning Slash, a Demon Mode only Clutch Claw attack that causes high break damage.

Rush Combo
-An attack combo that requires specifically timed inputs to carry on with the combo.
-If you perfectly charge each section of the combo, both raw and elemental damage is increased, as well as an increased status proc rate.

Clutch Claw Uppercut
-When you evade with your SnS drawn, you can launch a Clutch Claw Uppercut to cling to a monster.
-From here you can attack with your weapon, or if you have slinger ammo, fire that to stagger the monster.

Enhanced Slinger Shots
-SnS will be the only weapon that can fire off Enhanced Slinger Shots whenever it wants.
-When aiming with your slinger, you'll be able to use the standard slinger shot or the enhanced shot by simply switching between which one you wish to use.

Echo Waves:
- Used as a follow up attack when playing a song, it unleashes sound waves from the Hunting Horn, causing damage and stun damage to nearby monsters.
- This will use up all your current notes.
- Echo attacks cannot be performed while standing still and must be a follow up. They are also signified by a forte symbol 𝆑

New Songs:
- New note combinations will allow new songs to be played, one new song contains the effects of Movement Speed Up + Evasion Up.

Flute Pirouette:
- A new spinning attack that hits 4 times in quick succession. Along with playing a note, it also readies the horn to release Song Bubbles.

Song Bubbles:
- After using Flute Pirouette, the next song you play will also release Song Bubbles.
- These bubbles contain whatever song you have ready at the time, and leaves them in a fountain of bubbles on your current location, allowing other hunters to receive these buffs on themselves upon contact, or to reset the timer on current buffs.
- These bubbles can store even upgraded versions of songs from encores, and even stack multiple songs within a single bubble.
-Self buffing songs can now be shared amongst other Hunters via Song Bubbles.
-A Song Bubble containing the effects of Movement Speed Up + Evasion Up will be granted fully to other Hunting Horn uses, but other weapon types will only gain the Evasion Up buff.

Strong Strike:
Hammers are now able to fire a strong slinger shot while in the middle of charging the hammer, this is done without breaking the charge, allowing you to cause a stagger to ensure your following charge attack will land.

Charged Clutch Claw:
If you stagger a monster from a Charged Brutal Upswing or a Charged Brutal Big Bang, you can follow it up with a Cannonball Spin using the Clutch Claw. You'll stay clinging on after this, allowing you to attack and weaken a body part of the monster with another follow up attack.

Enhanced Slinger Guard:
-You can use both normal and enhanced versions of the slinger shot with your lance drawn.
-Your guard strength will be improved while readying an Enhanced Slinger shot, but not for normal shots.
-You won't be able to move when readying an Enhanced Slinger shot.

Counter-claw:
-Entering the Enhanced Slinger Guard will also give you an option to counter attacks.
-Holding this counter-guard drains stamina quickly.
-If you guard a hit while in this guard stance, you'll automatically use the Clutch Claw and cling to the monster.
-Using this move successfully will also grant an effect similar to that of Flinch Free for a limited time.

Wyrmblast Loading:
-When equipped with slinger ammo, you can load that ammo inside the Gunlance, creating a Wyrmblast.
-The type and amount of slinger ammo loaded into the Gunlance determines how long the Wyrmblast will stay attached to a monster.
-This will consume all of your current slinger ammo.

Wyrmblast:
-When used, the Wyrmblast latches onto the part of the monster you hit for a certain time. (Based on the above)
-When you hit the Wyrmblast with shells from your Gunlance, it'll cause an extra explosion on the monster.
-The damage caused by the Wyrmblast explosions are based on the type of shells or blasts you hit it with.

- Level 5 and 6 Shelling Gunlances have been seen
- Wyrmstake will now reload faster
- Gunlance can now guardpoint

Amped Axe:
-To get to the Amped Axe state, you must use the Wild Swing a set number of times in a row to be able to finish with the Amped Strike.
-Using the Amped Strike is how you enter the Amped Axe state.
-While in this state, your axe attacks will be more likely to stagger monsters.

Clutch Claw Discharge:
-You can now use the Clutch Claw during an Elemental Discharge to cling to a monster.
-Using this move will also charge up the Switch Axe, pushing the Sword Form closer to its Amped State.

Zero Sum Discharge:
-The Zero Sum Discharge can now be used from the Clutch Claw Discharge, but only if the Sword Form is in Amped State.

Strong Strike:
-You'll now be able to fire an enhanced slinger shot after attacks while in Axe Form.
-You'll also be able to use this after the Wild Swing combo, allowing you to stay in Axe Form instead of switching to Sword Form.

Fade Slash:
- Fade Slash has been incredibly buffed with more mobility.

Charged Axe: During the startup of the Amped Elemental Discharge, if you have 1 or more phials loaded, you can now charge the axe side of the weapon.
-All axe attacks will be buffed during this for a limited time, attacking faster and hitting more than once per attack.
-Unlike other CB charged states, charging up your axe will not use all of your phials at once, instead it'll use up a single phial at certain intervals, and will remain in its charged state until you run out of phials.
-The buffs effects depend on the Charge Blades phial type.
--Impact Phial; Increases the raw power of your axe attacks for a shorter time.
--Elemental Phial; Increases the elemental power of your axe attacks for a longer time.

Strong Strike:
-While in Axe Form, you may use the enhanced slinger shot after certain attacks.
-While in Sword Form, you may use the enhanced slinger shot after successfully timing a guard point.
--However, if you receive large knockback from the guard, you'll be unable to follow up with the slinger shot.

Kinsect Boosts:
-You can now use slinger ammo to temporally buff your Kinsect.
-During this effect, your Kinsect will be able to hold 2 different essences at once, as well as extending how long they last.
-Certain slinger ammo can also add other effects to your Kinsect.
--Using slinger ammo dropped by a monster will buff your Kinsects attack power, and generate dust clouds more often.
--Using slinger ammo collected in the field will buff your Kinsects maximum stamina, and extends your triple buff time.
- Health and Stamina for Kinsects is now one number instead of two

Aerial Clutch Claw:
-It's now possible to use the Clutch Claw even after jumping with IG.
-Like the SnS Clutch Claw Uppercut, this move requires no stagger to perform.

Aerial Thrust:
-A new downwards thrust attack used while jumping.
-Due to using the back end of the Glaive for this attack, it'll also leave the monster part you hit marked.
-If your Kinsect is with you during this attack, it'll automatically attack after landing.

Thousand Dragons:
-A new powerful, short ranged attack.
-Using this attack consumes all of your current slinger ammo.
-This attack can be used without slinger ammo, but will be significantly weaker.

-While aiming with your Bow, you can switch it to the slinger aim and fire the Clutch Claw at monsters.
-Like other weapons, you get both attack and slinger shot options while clinging, however when attacking, you'll be able to load and fire another shot while vaulting away from the monster.

-Using the new Scope mod allows you to use your HBG in First-Person mode.
-While aiming down with this mod, you'll be able to enter a "Super Critical Range" which will increase your shots damage even further.
-The long range of this Super Critical Range makes it great with Pierce Shots and Wyvernsnipe.

Slinger Aiming:
-You can now Switch between your Bowguns aim and slinger aim with a single button, allowing you to use the slinger and clutch claw whenever you want, even with your weapon drawn.

Bowgun Enhancement:
-Bowguns that use Iceborne materials (Master Rank Bowguns) will have an increased amount of mod slots, allowing more creative Bowguns mod sets.
- Heavy Bowguns can how hold two Wyvern Ammo at once.

Other new mods:
-Wyvernheart Boost
--A mod that increases the damage of each shot you land during a Wyvernheart.
--No damage increases happen for the shots you miss.
--This mod is not stackable.

-Wyvernsnipe Boost
--A mod that removes the piercing effect from the Wyvernsnipe.
--In exchange, the shot will now do huge damage when hitting a weakpoint of a monster.
--This mod is not stackable.

-Heavy Bullets
--This mod grants a Mind's Eye like effect on bullets, allowing them to pass through parts they would normally bounce off.
--This mod also gives bullets an increased stagger buildup.
--This mod can not be used alongside the Fast Bullets mod.

-Fast Bullets
--By increasing the speed of your shots, both range and critical distance is extended.
--This mod can not be used alongside the Heavy Bullets mod.

"Wyvernsnipe w/ mod at super critical range: 866 damage, 1 hit.
Full clip of a Wyvernheart w/ mod: 2534 damage, 50 hits.

Wyvernsnipe still charges up much faster than Wyvernheart, but always being in super critical range will be a little hard to setup.

from what i remember you wont be able to use items when your weapon is out. only the slinger from what they have said mainly due to the new moves required the slinger to be used more. where did you read it says all items? thats the only thing new to me.
