I'm just surprised Maximum still has people working on this game.

Barely any, now. The staff person who wrote these patch notes no longer has access to making Steam posts, and will be out of a job in January.

I'm actually concerned this patch will do more harm than good by hiding it behind a beta branch many players will not know about. This just splits what's left of the playerbase, and I have no idea which patch I ought to play on to find people.

I guess all you can do is message people before a fight (either in a lobby or through Steam/Discord messaging) and ask them which branch they're on.

The alternative was no bug fixes, since apparently it's too hard to get Nintendo, Sony, and Microsoft to approve a console update, and it's too hard to get Epic Games to update on their end.

I think the console manufactures also charge for updates and there's no way Maximum is paying for that.

I thought that's only something that used to be the case a long time ago, when the idea of updating games was new, but no longer is today. AFAIK it's just red tape and paperwork.

"Red tape and paperwork" is probably too much hassle for them. And I feel quite sure that there's still a cost involved in console updates. Console makers still want money for distributing that.

This is a beta patch? I'm assuming that means this won't be tournament legal then.

It can be tournament legal. In fact, TOs would be more likely to require tournaments be played on it, because of the bug fixes.
I don't know how likely it is for most TO's to give up the convenience of the PS4 tournament standard for fighting games that has been in effect for years, but we'll see.
At this point I'm not sure we have any other TOs besides Blackatlas running things, and he's been pushing hard for mini PC setups. Frosty will be on PC thanks to him.

I wonder if Combo Breaker will be on PC because of him as well.
