I recently contacted WB about this and they said that it was a licensing issue. Just try the newer version which should already be in your steam list.

and FYI microsoft fibbed when they said they were shutting down GFWL services. I can still access the services in fallout 3 and in the GFWL client. the only thing that's no longer available is the ability to purchase new stuff. anything already purchased, is still accessible.
Trying to solve my issue i re-downloaded my GFWL purchased DLC for the game using the GFWL client.
I am very new on platform, since yesterday; I have only one hour since I bought and try to play the games.
For example, World War III: Black Gold, is asking me for a serial number. - not working, since Steam hasn't sent any e-mail with it, or other instructions.
Ground Control is not working at all.
This is a ♥♥♥♥♥♥ platform, kind of cheap neighbors thing
Contact steam support and ask for the steam CD KEY. they will give it to you. they gave me mine and it worked. it sucks but just contact steam support and they will help you.
I just did that, but the guys from support that talked to me said that they could not give me the serial, because of Valve's Privacy Policy. So... I bought a game in 2011 for $25 US dollars and now I can't play it anymore...?
Are you talking about cd key. I think what your talking about it ask for a key to play the game. You need to buy a games for window live copy thats what worked for me im currently playing it. So try that
Ebay has plenty of sealed copies for like 30-40 dollars
