Have you seen the true ending yet?
So far, there aren't any characters that have feathers.
While there were dinosaurs that had feathers, the dragons in AwSW are an amalgam of many different animal traits and improvements that more or less still reflect the purpose they were initially designed for: combat.
The thought-process from the designers led them to remove feathers by default to give them a certain look (which contributes to looking more fearsome, although this wasn't the only thing they were going for) - and made up for purposes and advantages that feathers could provide with improvements to skin and scales.
However, this does not mean that there couldn't be any feathered dragons at all.
The product the conglomerate was working on ultimately was all about customization - even within the same species. This is why such a great variance even between members of the same species exist - like the variety in color, number and shape of horns, frills and armor.
All these elements could be customized in order to tailor-make the product for customers.
One of their ideas was to distinguish rank and class within military units by number of horns and/or frills (color could also be an option but would more likely be used for camouflage based on regions they would be fighting in).
For specialized sub-species, feathers could very well have been used just like fur and armor.
Feathers still could provide a potential advantage depending on the purpose of the dragon species and the designers knew that, so these options still exist somewhere within the genome.
Ultimately, they were working on the first intelligent creature of this type, so for them it was all about PR - which meant feathers were de-emphasized in their initial attempt.
Since feather options would still exist within the genome, it is possible for those to have appeared through random mutation on certain individuals - but they would probably be (very) rare.
