Report a translation problem
Unfortunately, no one is maintaining this Steam build, and no one associated to Activision is officially reading this forum. The only maintainers of the game in the form of compatibility with modern operating systems are GOG.com but they don’t read this forum at all for obvious reasons. The steam build is a bit older than that offered by GOG nowadays [the Steam copy was based on a version released by GOG back in 2015 or so].
It would be a good idea to buy the game on GOG to confirm that the and if the issues persist on that version, report a bug to them via their support form so they can see the scale of issues with the game on Windows 11, so they can get it properly updated and preserved under their Preservation Programme.
More reports will help get these issues prioritised and fixed, although those fixes are probably not going to make their way to this Steam version as its been abandoned. You could try setting a compatibility mode for the game on a shortcut to run as Windows 10 [or Windows 7] and see if that fixes it in the interim.

Also, the problem seems to go away if you go to display settings and use windowed screen.
