PSA: If your game won't start, try disconnecting your controllers.

Recent reports seem to indicate there's an issue that causes the game to not start if you have some certain types of controllers connected (like some Retro-Bit controllers/converters). If you unplug them, the game should be able to start.

If you're still unable to start, make sure you:

Keep your GPU drivers up to date.
Have Ion Fury set to use the main GPU/Performance mode in dual-GPU systems (like some laptops).
Clean your install folder of any outdated mods or scripts.
Verify the integrity of the game files. (in Properties -> Installed Files)
Delete old configs/cache in appdata/roaming/ion fury

Quick thing: since the DLC, the disperser isn't usable in the base game unless you uninstall the DLC, which then, it reverts to a checkpoint because "previous version: checkpoint available."

I've even reloaded, started a new campaign, picked up ammo, picked up other dispersers on the map and still can't equip it.
