Fire Godlike Battle-Forged bugged Fire? No Fire damage to attackers

Just started playing, and I loved the idea of bursting in flames when low health.
I got to the first time with Battle-forged proc but I never saw any flames against melee attacks received. Any thoughts? Is it bugged?
I did see the Armor rating going up, but no flames when being attacked

The fire damage is a type of attack targeting the enemy's Deflection. So it can potentially miss. Check the combat log to see if it actually goes off.
