Been enjoying the game, but i cant figure out how to photograph the monuments in one of the side quests - anyone figure it out?

I've been trying to do this side quest but when I go to the places marked on the map, there is no sign of any way to set up the beacons. I want these things out of my inventory and I'm not allowed to drop them. Anyone able to advise me? Thanks!

I've searched on the interweb and these here discussions, but this simple question always remains unanswered regarding this game. How do I turn off the mouse acceleration? Is there even a way to turn it off? The ingame slider doesn't seem to do much nor can I find anything regarding mouse acceleration in the ini files....
