Indeed, the textures are quite weak and blurred, an upscale project could be done, but lacking a guide for extracting and re-converting the texture files.

Most ever released mods are RU made, so as the required resource file, what makes it impossible to play, unless you know the language.

The most promising RU work has been the 'No Limits Mod', but this one does not address the quality, but gameplay only.

Also below tweaking of ini file:
-in videooptions.ini fasttextureconversion=0 so i changed it to 1 and i think that made the whole game more responsive
i also changed backgroundtexturesload to 0
and i also changed disableminitextures to 1
i also set texturequality from 1 to 0 to improve the texture quality
i also changed shadowresolution=4096 to 2048

And as always, using the Unofficial community patch will provide general improvements.
