At the rate that Nintendont is currently going, they won't allow it either. They just banned several games from releasing on the Switch with many of them being asian games. Only a few of the banned games were Western made like a few of the horror titles from Puppet Combo.
I doubt they'd keep a DOA fighting game in Japan, but I also doubt that they'll ever make a new DOA since Team Ninja makes way more money these days just making a bunch of Soulslike clones set in random asian countries. They also get a lot of good publicity from those games unlike with DOA where every damn Occidental country (From France to the USA) constantly cries about them.
The way the gaming biz currently is, it's just best to accept that if Ninja Gaiden , DOA or even if Soul Calibur came back, that they'll be nothing like how we remembered them.
Ninja Gaiden would no longer be that badass Ninja game that just threw everything badass & sexy in a blender and made a hardcore over the top action game out of it.
A new Ninja Gaiden would try to be more serious, grim & 'mature' for modern audiences.
Same case with Soul Calibur but with that game, they'd most likely just get rid of Ivy & Taki since they're the only 2 who would cause a huge controversy with modern gamers.
Modern games are made for modern audiences, and I'm not using the buzz word term.
I genuinely mean that modern games are made for people who recently got into gaming around the 2020 era. For some reason within gaming, any thing before 2020 is treated as if it never existed.
At least I own jailbroken XBox360 and PS4 despite them mostly collecting dust. The only Nintendo games I've played in last several years are "Onechanbara: Bikini Zombie Slayers" on Dolphin and "Dead or Alive Xtreme 3: Scarlet" on Ryujinx Switch Emulator.

Believe it or not a more prudish/censored version of SC would flop even harder than this one, it is what it is, there's no "touch grass", just try to be objective in your life, girls sells, it's a fact BUT girls alone can't save an awful game like this one.

SoulCalibur 2 with Taki's insane jiggle physics and visible nipples and abundance of pantyshots everywhere is what made me a fan of the series.
