Neutral shipping question
Is there any way to remove the limit on sinking neutral shipping in the campaigns? Its at 80,000 tons but I wanted to bump it up higher

I've yet to hit a single neutral ship in all of my campaigns, even the long Soviet 84 Campaign.

But it's probably a setting in the campaign savefile.
