Just to make the option more intuitive, why not make the 32-bit executable as part of the startup option for Steam?
There are quite a few games in Steam that offer both 32 and 64 bit builds. Whenever they are started, the Steam client presents a window where you could choose to use either build. Some games use this dialogue option to also present a standalone configuration option - such as most indie JP games.
This way, users still on 32bit don't necessarily have to subscribe to a beta version.
Might be something worth considering.

I am looking to figure out what would be the best solution for this. I'd need to make sure the user don't have download the game twice. I do believe I can do something in steam backend so that people on 32bit OS would autmatically donwnload that version.

Oh, and steam cards should drop normally in the 32-bit version, I believe, and achievements be achieved?
