When you say you can't host any games, do you mean that clicking the host button doesn't do anything, or does it bring up the game setup screen as it should, but your brother just can't see the game in the list?
Are you and your brother in the same area geographically? The company who hosts the games servers has several servers around the world, so that you don't end up getting a lot of lag connecting to a server a long way away. The game will automatically connect to the nearest server. Unfortunately it is only possible to play with players connected to the same server, so if for example you are in the USA, and your brother is in Europe, you wouldn't be able to join each others' games (even if you could, there would be a lot of lag).
If that's not the case, do either of you have any firewalls that could be blocking the game? If so, try turning them off and see if it will connect. If so, then you'll need to configure your firewalls to allow the game to access the internet.
