i have the same problem

I don't know how familiar you are with how rocky this games release cycles, and the lifespan of it was, but this bug has existed since day one.
Sadly, this retaliation to this game was so poor and mixed, that the devs only put four actual months into fixing up any bugs, and this was a big one people complained about.


There might be a fan fix out there, but there's no telling.
If you own all of the DLC packs, however. From what I understand, this enables them and allows them to pop up. Otherwise, it just never shows.
