There are players who reported they can unlock multiple restaurants without issue.
There are those who can't.

Have you actually played all your restaurant levels with a mouse and were you really able to get three stars in each level? I highly doubt that. Sure, on a mobile phone using more fingers at once it is not that hard to get three stars in each restaurant, but although my restaurants are upgraded to its maximum I can't get them everywhere without getting a cramp in my hand and that, of course, is no fun to play at all!

Work on the balance first before adding more restaurants. It is the better way to do in the long run, because who wants to play more if you are getting frustrated too often?
