I had to launch air first (wireless). Open SteamVR inside that. It would not load into SteamVR home, but SteamVR was technically running on my PC. So I clicked the steam overlay button (on left controller). Launched the game from steamVR that way. I then went to my PC, as the game did not open maximized. Then click the window with the game. At which point it worked.
