It's not a scam not having something gifted to you.

If I had known that this would happen, I would not have bought the game until this version was released.

Also, if you thought it would be free, then why did you buy it? If you bought it, then clearly it wasn't free.
The developer did nothing to mislead you, you mislead yourself. There is no scam, just a mistake on your part.
But yes, it's mostly the same game. I recommend buying if you REALLY liked the original. I myself think of Braid as the best puzzle platformer game ever made. So I paid money. (Even in my country's awful economy.)
I dunno where you got the idea that the remaster will be free for the owners of the original game.
