Keep an eye out for command center mods that increase the number of outposts. The Network sells a +2 outpost mod.

You can have a maximum 7 outposts.

4 from upgrading the Command Center to lvl 3
+1 from hiring a Hacker Red Talon agent via a radio call
+2 from the Network Signal Booster facility mod (or only +1 from the less rare Signal Antenna)

Search for someone with programming knowledge, and find and attach a generator mod to base, wait for generator to be installed then turn it on and upgrade command. Option 2, you still need the programmer but if you can find and make a power station outpost. Option 3, you still need programmer and power station, but outpost a cell tower, which costs 1 but gives 2 which is a net of 1. I did not check if you can just add generator mod to cell tower which if you can is a net of 2.

that's from hiring a red talon survivor with the hacking 5th skill.
red talon survivors and red talon facilities/most gear require a different currency called prestige. those are earned mainly from doing the daybreak mode (7 wave survival mode using random generated red talon members), or can be earned by defending base sieges iirc.

red talon survivors can be recruited with the two radio call options, their prestige facilites/gear can bought by calling in the prestige trader with a radio call.


do keep in mind, things that use prestige often are much more powerful than non-prestige stuff and can make the game much easier.
