The klaxon type buzzer (and a siren in the Diesel room) activates whenever the control room and the engine room telegraphs point to different speed orders. Bells weren't used with the Type VIIC engine telegraphs so your suggestion isn't exactly correct, but neither is the game.

It would be cool if they did, but I think there's just a general lowering of your signature when you order silent running, which also turns off the buzzers.

It does not, I'm under blue lights and still getting it right now.

At least in first person on the periscope.

I'm an idiot, I thought silent running was automatic with the blue lights, I have not actually been running silent this entire time.
