I am stuck on the second quest in the Totally Real Moon Landing mission. The quest recognizes the spaceship research complex, but even after building a research lab and a steel mill near it, the quest does not register them, preventing further progress.

I have tried moving the spaceship research complex, demolishing and rebuilding it, and doing the same with the research lab and steel mill, but the issue persists. In the first quest, when the aircraft carrier was not recognized, saving and reloading the game resolved the issue. However, this method does not work from the second quest onward.

Reinstalling the game also did not help. Has anyone else encountered or solved this issue?
