New Frontiers Second map error

The number does not change from zero no matter how many steel mills and research institutes are built in the quest to build two steel mill research institutes near the spacecraft technology complex.
The error persists no matter how many times you restart it.

There is the same problem in the Fourth map of New Frontiers.

I built a Golf Course next to the Ancient Ruins, but the system failed to recognize it.

Same issue for me. I had the same problem with the aircraft carrier, solved by saving and loading. But it didn't work with research centers and steel mills.

Totally Real Moon Landing bug?

Has anyone else hit the same issue as me? After I've built the film studio I then try to build the Aircraft Carrier near the volcano island. Unfortunately, it never actually registers in the quest and so I can never complete it. Am I doing something wrong?
