Stuck in the mission that requires a spaceport and 2 research labs near the spaceport (and 2 steel mills).

The game registers the spaceport but it will not register that I built the other buildings near it. I've done everything I can think of...built next to it, built near it, built touching it, tried removing all other buildings near it, ensured they were all fully staffed just in case, etc. etc.

It still won't register that I've built the buildings near the spaceport. I found one link online that mentions this and they say to save and reload, which I've done every way that is possible.
